list newsgroups command

The result of LIST NEWSGROUPS is exactly the contents of the file
named "newsgroups" on your server (in <pathdb>, as set in inn.conf).

This file is normally automatically written when control articles are
received.  Its lines contain descriptions.

If you want to comply with RFC 3977, you can download a "newsgroups"
file encoded in UTF-8 here:

    http://usenet.trigofacile.com/hierarchies/data/newsgroups.utf8

and keep the groups you carry.
