Adjusted the list of platforms and removed the FIXME note about them.
Added a note about gcc on IRIX.  Clarified the notes about PGP licensing.
Added a strong recommendation to install all of INN under a single
directory tree rather than scattering it around the file system.  Added
documentation of the --with-spool-dir and --enable-libtool configure
options and changed the documentation for the fact that setuid rnews and
setgid inews are no longer the default.  Reorganized the documentation of
inn.conf options and modified the allownewnews documentation to note that
it isn't as expensive as it used to be.  Clarified the note about using
overchan.  Clarified the documentation about maximum size of raw device
CNFS buffers.  Fixed some examples of cycbuff.conf to use names of the
right length.
