Don't set CC to LIBCC and add explicit rules to use LIBCC when necessary,
to allow LIBCC to refer to CC.  Generate buildconfig and ovbuildconfig
using fixscript, and remove them on a make clean.  Modify the scripts so
that they're in a form suitable for fixscript.
