Since they're libraries and not programs, and therefore are never actually
run, remove the path to Perl on the first line of all controlchan .pl
files.  This means they no longer need any substitution, so rename them to
be just .pl, not .pl.in.  For older revision history, see the .pl.in file
of the same name.
