Modified: control.ctl

Remove all checkgroups:*:...:drop or checkgroups:*@*:...:drop lines.  The
third field is not checked for checkgroups until after the drop or process
decision is made, so these lines were causing valid checkgroups for other
hierarchies to be dropped since they match all checkgroups.  Reported by
