Modified: Makefile

Move version information from here to Makefile.global, update the release
target and its variables and sed commands, add more comments about how the
release target works, add blank lines between directories on make install
and update the message printed after make install to refer to makedbz
instead of makehistory and reference the installed minimal active file,
remove the old obsolete CHANGES and version rules.
