Rewrite to implement the new version numbering convention, to update the
version information in Makefile.global.in before making the tarball, to
prune empty directories, to put CURRENT in the name of the CURRENT
snapshots, to update the README files for the snapshots somewhat, and
remove the CVS directories in the tarballs since they aren't very useful.
