Modified: configure configure.in

Remove the check for varargs.h and stdarg.h when the system doesn't have
standard C headers, since we now require stdarg.h be present.  Define
HAVE_DBM if the system has dbm libraries rather than assuming that if the
headers are present, so are the database functions.
