Fix a bug in repacking, where the correct index inode would not be set in
the group index entry.  Add extensive new code to audit the data files for
a group and optionally try to correct any problems found.  This code is not
entirely complete (code to parse and check the overview data itself is
as yet unwritten), and has not yet been tested.
