 Removed: nnrpd/loadave.c

Only support nnrpd load average checking on systems with a getloadavg call
and add the appropriate configure bits to look for such a function and its
headers.  Remove the configure bits looking for the elf library, since we
don't use it anywhere any more.  Also fix some warnings in nnrpd/nnrpd.c.
