Fixed a bug where LIST ACTIVE <group> would bypass permissions set in
readers.conf and show any reader the information about the group.  This may
confuse clients that use individual LIST ACTIVE commands to get statistics
about groups.  In the process, break the single group case out of CMDlist
into a separate function.
