   Added: group.c private.h tdx-util.c

Work in progress.  Add a partial reimplementation of the group.index
handling based heavily on the existing ov3.c implementation and an internal
interface, and add a utility program that will be able to do some recovery
actions.  Right now, all it can do is dump group.index information (all of
it or individual groups).
