Move the remaining history issues down to INN 2.5, update to reflect that
the audit against the NNTP draft has now been done, move finding a Samba
library down into long-term projects because there doesn't seem to be a
suitable one available right now, move recovery tools up to INN 2.4,
clarify the point about rewriting configure, note that the tradindexed
code is currently being broken up, and remove the bullet point for getting
the test suite to work with shared libtool builds since this now works.
