Default to the setting of INNCONF for the location of inn.conf before
falling back on the compile-time default.  Add all of the code required
to support innconfval, with some improvements:  Better shell quoting and
canonicalization of boolean values into a single representation for true
and false.  Fix a bug in innconf_compare.
