Burn three file descriptors if running privileged to avoid a strange
situation where starting rnews with closed file descriptors could force
error messages to be written to unexpected places, such as network
streams or article files.  Only bother if running privileged; otherwise,
the user is just creating a bizarre bug by doing strange things, which
isn't worth worrying about.
