Update to Libtool 2.4.6

As INN relies on the Debian libtool distribution, the 2.4.6-2 package
used already contains the fix for m4 slowness (absent from the official
2.4.6 upstream release).

Also update HACKING to mention the new directories used for 2.4.6.
