  innreport: Improve sample and comments in scripts

Add more comments in the sample file.
Fix the value of the "transparent" option (it is considered false by default
when unset).

Typo fixes in scripts, URL to CPAN.
Mention that innreport has been enhanced by several contributors since 2001.
Remove the bincompat3 Perl Config option, no longer defined.
