  Convert libinn_dbz(3) documentation to POD

Document the new API.  Several functions have changed (dbzfetch, dbzstore):
arguments and return values are the same whether tagged hash format was
enabled or not.

Document .pag name, DBZSTORE_xxx values, the default values for
DBZ_INTERNAL_HASH_SIZE, nonblock only if not mmap'ing.

Fix the comment in the dbzfetch() function.
