  makehistory: Document to stop overview helper programs

When using ovdb or ovsqlite, their helper programs (ovdb_server,
ovdb_monitor and ovsqlite-server) should be closed before restarting INN.

Also, document that rc.news takes care of that in the ovsqlite-server man page.
