  pgpverify: Make --allow-weak-digest-algos configurable

Check at configure time whether the gpg binary supports the
--allow-weak-digest-algos flag.  This permits using it only
if supported, and therefore pgpverify goes on working with
old GnuPG versions (prior to 1.4.20 and 2.0.23).
