  readers.conf: Fix the parsing of exclusion patterns in hostnames

Exclusion patterns (beginning with "!") in readers.conf have not been working
since INN 2.5.0 for the hosts and localaddress parameters.  This is now fixed.

Also update inncheck to recognize that syntax, and add an example in the
readers.conf sample and its man page.
