  Disambiguate how to disable innd and nnrpd Perl filters

One could have thought that "ctlinnd perl n" also deactivated filter_nnrpd.pl.
Mention that the perlfilter parameter in readers.conf does that.

Also, pythonfilter exists in the namespace of parameters, though not
implemented.
