  nnrpd: Support the ALPN TLS extension

This helps prevent protocol confusion attacks and is recommended by
RFC 9325.

The "nntp" protocol identifier is assigned
to the NNTP reader protocol as per
<https://www.iana.org/assignments/tls-extensiontype-values/tls-extensiontype-values.xhtml#alpn-protocol-ids>.
