Patch for actsync

Whoops, I'm sorry, I should have checked before replying to your message
in news.software.nntp.  This functionality is already in INN CURRENT
snapshots and will be in INN 2.4 (the only difference is that you have to
pass the -A flag to actsync to enable it).
