Third attempt....I keep getting returned mail with
error from listar "sh: cannot fork"

IMO, the "right"(tm) way to solve the problem is to use the message IDs
to reject already seen messages.  This requires:
  - that the moderator "approve" postings without changing message IDs.

  - that the list bot software discard messages already posted with
    a duplicated message ID.  

I'd hope the listbot software does the duplicate rejection already.
It is relatively common to have a mail loop, and duplicate messageID
rejection a much better way to break the loop than counting 
"Received" hops.

After all, isn't this how group-moderated newsgroups work?
