Install problem

Hi all,

There's a small problem with make install of today's snapshot: it does not
create the ~news/tmp directory.  Which means that when you try to run
getlist, it bails out with the following error: 

  Can't retrieve data, No such file or directory.

And the only way to find out what's wrong is to read the source code.  At
this point I can't see an elegant way to give a better error message, so I
suggest to fix the install script so that ~news/tmp would be created.
