Minor glitch in 2.3 Makefile

I found what I think is a glitch in the operation of "make clean" with
2.3 (11/05). It deletes not only the things which are created by make,
but also those which are created by the configure run, requiring
rerunning configure. An example is actsyncd.

I thought the final cleanup was done by distclean (from memory).

Just my opinion.
