readers.conf

I am trying to setup a test server with the 11-19-1999 snap shot of 2.3.
I have been able to get my production 2.2 server to send it articles and I
can see them being stored in the cnfs buffers and timehash spools I set up.

However, I cannot figure out this readers.conf configuration file. Can any
one show me how to all of a class B address to read and post, but not allow
anyone outside this class B from doing anything?
