Progress in figuring out my log files

I wrote earlier about the logs on one of my inn 2.2.1 servers where the daily
log files indicate that it's "offering" 30 or 40 times as many articles to one
of the sites it feeds as it actually recieves.  Well, I figured out what's
going on - innfeed is offering the articles, but they're getting deferred.  A
couple of typical lines from the log file:

The other server I have also uses innfeed to feed freenet-news, and it doesn't
see the same results, but it's much lower volume and over a slower network
connection:

I don't have the source code for the server on freenet-news, but it's inn
1.4.<something>.  Any idea why it's deferring most of what's offered to it?
