I'm new to INN Server throttled

Hi ,

I've inherited our INN 1.7.2 news server and have trashed the 
active file or so it seems. Someone asked to update our active file
with a new newsgroup so last night I paused the server and
edited the file. This morning newsgroup names were showing up as
"rec.games.pinball000000035190" instead of  "rec.games.pinball" .
It appears articles were being accepted all night long. Is it better
to have used ctlinnd newgroup to add the new newsgroup?

Today I shutdown INN and copied active.old over the active file and
started the server again. The server throttled with errors like the
following:

Apr  7 08:30:44 husk innd: SERVER cant symlink
/var/news/spool/articles/comp/lang/java/programmer/191052 and
comp/os/msdos/programmer/19064 File exists

I proceded to run makehistory -buv but same errors occur. I ran 
makehistory as root but probably should have run as news. Could anyone
shed light on what I should have done differently and what I can do to
fix this?
