You can do this with both INN 2.2 and INN 2.3, but in very different ways.
In INN 2.2, you do this with multiple nnrp.access entries, a more
restrictive one with no username and password and a less restrictive one
with the username and password filled in.  The second entry should be
after the first, if I remember how this works correctly.

In INN 2.3, you use an auth: parameter in your auth group for those
connections and then provide two access groups, one just for the default
user that allows reading of the normal set of newsgroups, and another for
authenticated users that allows the broader set of newsgroups.
