It's not: the core linux OS is made by the programs shipped with your
distribution of choice. If you have to install something by hand, it
goes in /opt and /usr/local. Everything else is part of the distribution
and should follow FHS.
There is no point asking INN follows FHS because this is a matter to
be handled by distributors, not by INN developers.
Actually, I think hand-installing INN in FHS locations is a violation
of FHS, and the original poster should research more the concept of
"locally installed software".
