Access control based on user name

Hello,

I'd like to allow every machine on network X.Y.Z.0
to read and post messages to every newgroups but 'run.system'.
They can only read news from 'run.system' but cannot post.

I read the FAQ at http://blank.org/innfaq/part6.html#6.20 but
I can't see any way to do it.

My current line concerning network X.Y.Z.0 in 'nnrp.access'
is: 
X.Y.Z.*:Read Post:::*
but that is too coarse.
