Y2K-Bug in INN 1.x, 2.x

I've just committed.  But I don't think this is a y2k
bug, and there happened before y2k.  Imagine a case
that article whose Date header is "Tue, 28 Dec 1899
00:00:00 +0900" and the posting date was "Tue, 28 Dec
1999 00:00:00 +0900".  This could be posted without
any error.
