That's Peck's Power Post. People type in a list of groups and put spaces
after the commas, because that's how they're used to typing, and the
program leaves them in. Since you have to actually type in the newsgroup
names with that program, this happens a lot. It's epidemic.
Unfortunately, the program is abandonware without source available, and
it's very widely used.
