I there are two levels of rejected/refused.

I think that refused applies to articles you already have or have
had in your spool. These articles will not consume much bandwidth
to determine that you don't want it. Basically the IHAVE or
CHECK/TAKETHIS protocal is the only overhead.

The second case is where you have no method for storing the article.
In this case the whole article needs to be recieved to determine
that you don't want it.
