I've honestly never been a big fan of the nnrpd master daemon over just
running nnrpd under tcpserver or the like.  I think this sort of
connection limiting is generally useful for TCP services, not specific to
INN, and therefore is best put into tools for running generic TCP
services.  tcpserver also has some rate limiting, although not by IP
address, and I believe xinetd has similar capabilities.

I think nnrpd in daemon mode is a reinvention of a wheel that other people
have written better, at least currently.
