Seeing: Server throttled Success writing SMstore file -- throttling

Using the 20000526 BETA under Linux, built with:

./configure         --prefix=/usr/local/news \
                    --bindir=/usr/local/news/bin \
                    --mandir=/usr/local/man \
                    --with-perl \
                    --with-db-dir=/usr/local/news/db \
                    --with-spool-dir=/var/spool/news \
                    --with-log-dir=/usr/local/news/log

I'm seeing the server periodically throttle itself with the
odd (odd to me at least) message: 

Server throttled Success writing SMstore file -- throttling

Anybody see this before?
