Question regarding innwatch.ctl

If you could help me with this one problem, I would appreciate it.

I've been assigned with setting up INN 2.2.2 on a FreeBSD 3.4 server.  What 
I need to do is limit the load factor to no more than 20.  I haven't been 
able to figure it out (the syntax is a little confusing), and there has 
been no documentation that I have been able to find on it.
