private news groups under different domains

I assume you mean INN rather than BIND (BIND is a DNS server).  It is
possible to do this with INN, depending on how you plan on implementing
it, but it could require a bit of tweaking.  How were you intending to
have the server decide which newsgroups to provide to a given connecting
client?
