I had a problem like that. What I did was hashing out nntpd in the inetd.conf 
and then restarting inetd ofcourse to let the changes take effect.
 Then try again inndstart.

But...I needed to de-hash the nntp entry again if I wanted to do a "telnet 
localhost 119" to check if my newsserver was running correctly.
So I'm not *very* sure this is the right solution, but it solved the problem 
for me. Maybe somebody else in this group can explain it more clearly...
