buffindexed: ovaddrec could not get new block

But inndf says:
46 % overview space used
buffindexed.conf:
1:/news/spool/overview/buffindexed:2000000
And "OVBUFFHEAD":
index == 1
len == 2048000000
total blocks == 249994
used blocks == 128660
free block == 249994
Why free == total? Then ovblocknew() returns "no space".
