inndstart cant setgroups

After installation, i get the following error messages in my syslog when
i try tu run rc.news:

-inndstart cant setgroups Operation not permitted
-inndstart cant bind Permission denied

Everything is OK when i run inncheck and inncheck -perms.

I've allready successfuly installed INN  for evaluation on another
machine. I used exactly the same configuration on the new machine and
it's not working.

What do those messages mean?

More Generaly, where can i get a list of error messages with their
explanation?
