very newbie question - who do you peer with?

	Whoever will let you or whoever you purchase such service from. Note that a
"full news feed" (whatever that means, which varies) currently requires on
the order of 10-20Mbps 24 hours a day. According to my informal analysis,
85% of this traffic is playstation CDs and kiddie porn.
