Can't write history

It was found in news.err:

innd: SERVER cant throttle 1 Reason too long

Value too large for defined data type

innd: SERVER cant throttle 1 Reason too long
innd: SERVER cant write history <3a929593.172278475 at alchemist.com> Value too

innd: SERVER cant dbzstore [20B91C8135193FD3718107702F167E70]@30379932: Value
too large for defined data type

In expire.log:

Duplicate message-id "[750EB7AF7DD52667EB94DB03293EB442]" in history
Duplicate message-id "[E90A86B1BCDF2808847E0DC494A02B20]" in history

I have purged the articles with invalid news header by "makehistory -b -F" but
it seems to not work.  The error message repeated.  Is it unable to reject the
old articles?
