I'm having this problem, after changer to Cycbuffs storage.

-- throttling" 

My config : 

INND : 2.3 Stable TarBall
Kernel : 2.4.prerelease
Storage : cycbuffs 
Ovmethod : tradindexed

my storage.conf : 

method cnfs {
        newsgroups: *
        class: 2
        size: 0,3999
        expires: 0s,4d
        options: SMALLAREA
}
method cnfs {
        newsgroups: *
        class: 3
        size: 4000,0
        options: BIGAREA
}


Any idea ?
