inn 2.3.2 getting makehistory can't write

I got bitten by this.  Try `df -i` to check inode usage.

(News has such an unusual usage profile -- tons of small files -- that
mkfs (well, mke2fs) recognizes "-T news" as a signal to double the number
of inodes allocated for the partition.)
