inn 2.3.2 getting makehistory can't write

I had the same problem 2 weeks ago when I moved from
INN 2.something (with tradspool w/o storage-api) to INN 2.3.2.

But I was in a hurry and didn't investigate this problem,
using buffindexed overview was the solution for me.
