You say here: "By default ship no newsgroups in a feed.  Accept any distribution
except local and collabra-internal.

Doesn't affect this.

You say here, since the default from ME always applies, 
"ship the default, except explicitly don't send: junk, anything in 
control hierarchy, anything in the mqsoftware hierarchy."

And, as mentioned before, your default is !*, so you're
saying "Don't ship anything, and *especially* don't ship..."

If you want that particular feed to send everything, except the
groups you explicitly listed, change it to:

pull-feed-out.cwix.com:*,!junk,!control*,!mqsoftware*:Tf,Wnm:

Be careful when using * though, as if you ever create another
private hierarchy and forget to ! it in that feed, it'll go out by
default.
