nnrpd is not invoked by innd

Hi 

I installed a slave inn 2.3 server , I modifie the port 
for innd in the inn.conf file (port parameter) and for 
the nnrpd port I let 119 

nnrpdpostport: 119
xrefslave:  true
nnrpdposthost: toto.titi.com

the problem
nnrpd doesn't run, it is not invoked by innd , why ??
nothing in the log
